BOE approves CEFP with stipulations
Bill Ratcliffe of Williamson Shriver Architects, Inc. presented the board of education with the completed Comprehensive Education Facilities Plan (CEFP) Monday night.
Creation of the CEFP began in the winter of 2009 and was due to the School Building Authority in late July.
Although the CEFP was completed in time for submission, board members did not receive a copy of the finished plan until August 6, two weeks after it was sent to the SBA.
"The thing that upsets me over this is, we are under a strain," board president Kenneth Vance said. "I received this Friday and that's when I was at the board office and they had a copy. I feel someone was dragging their feet."
Ratcliffe explained that the plan is a living document and changes can be submitted at any time to the SBA once the CEFP is approved.
Several mistakes were found in the document including an item stating Pocahontas County High School uses fuel oil for heating, windows being replaced in the PCHS facility in a year before the building was built and a 'g' in Marlinton.
The board informed Ratcliffe that corrections will be submitted to him and told him to take the plan to each school for the principals to review.
The board approved the Comprehensive Education Facilities Plan with corrections done by August 16. Final payment to Williamson Shriver Architects Inc. will be held until corrections are made to the board's satisfaction.
The total cost of the CEFP is $44,000.

ユ Thomas Plumley requested the board consider a paid position for the golf coach at PCHS. The coaching position has been on a volunteer basis since the inception of the golf team. Plumley said he thought it seemed fair to hire a coach with a comparable salary to surrounding counties.
The board told Plumley it will put the position on the next board meeting agenda for discussion and approval.
ユ Director of Federal Programs and Instruction Terrence Beam updated the board on the early age entry policy. He explained that the policy is outdated and will be easy to bring up-to-date. Beam contacted several other counties for information on their policies to assist with updating the information. Pocahontas County Schools is currently accepting early age entry students without any testing prior to acceptance.
ユ Superintendent C.C. Lester shared news that all Pocahontas County Schools met AYP. He added that he will meet with principals to discuss revamping the Respect and Protect program.
ユ Board member Leslie Cain informed the board that the Spanish club will sell lunch August 19 at PCHS during the personnel training. She added that the football team Meet and Greet pig roast will be August 20 from 5 to 7 p.m.
In personnel management, the board approved the following effective for the 2010-11 school year:
ユ Creation of position of classroom aide/bus aide, early childhood education, at Green Bank Elementary-Middle School. Term of employment is 200 days. The position is due to an increase in enrollment.
ユ Employment of Kelli M. Hickson as teacher of multi-subjects, grades one through five, half-time, at Hillsboro Elementary School. Term of employment is 200 one-half days.
ユ Requested transfer of Pamela B. McCurdy from teacher of multi-subjects at Hillsboro Elementary School to teacher of multi-subjects, third grade, at Marlinton Elementary School.
